Face is the Index of mind. It is said that a visitor normally makes an instant judgment about the country on seeing the condition of the public convenience facilities at the Airport, and sadly this impression remains forever. Perhaps, this explains why the toilets in most of the Indian Airports are well maintained. But, the root of the problem is not at the Airport- it is only to impress the visitor- but how are we to maintain cleanliness and hygiene at our own backyards!
A research group conducted a survey on the state of the our public toilets and have come out with a report that raises more stink than the toilets themselves. Read the below, as reported in the Junior Vikatan:
'பொதுக் கழிவறைகள் எந்த நிலையில் இருக்கின்றன?’ என்பது குறித்து, சுகாதார ஆராய்ச்சி மாணவர்கள் சென்னையில் ஆய்வு செய்து அறிக்கை வெளியிட்டு உள்ளனர்.
சுகாதார ஆராய்சியாளர் சௌமியா சேதுராமன் நம்மிடம் பேசினார். ''பொதுக் கழிவறைகள் என்பது பெருநகரங்களில் மிக முக்கியமான ஒன்று. இதை மையமாக வைத்து, சென்னையில் நாங்கள் ஆய்வு செய்தோம். மோசமான முடிவுதான் கிடைத்தது. மாநகராட்சியின் ஒவ்வொரு மண்டலத்திலும்எத்தனை பொதுக் கழிவறைகள் இருக்கின்றன என கணக்கு எடுத்ததில், சென்னையில் 572 பொதுக் கழிவறைகள் உள்ளன எனத் தெரிய வந்தது. 'தகவல் அறியும் உரிமைச் சட்டத்தில்’ கேட்டபோது, 715 பொதுக் கழிவறைகள் உள்ளதாகத் தெரிவித்தனர். பெரும்பாலான கழிவறை கள் படுமோசமாக உள்ளன. கதவுகளே இல்லாதவை ஏராளம். தண்ணீர் வசதியும் இல்லை. அதனால், அந்தப் பகுதி முழுக்க துர்நாற்றம்தான்...' என்றார்.
மாநகராட்சி அலுவலர்களிடம் கேட்டோம். 'பொதுக் கழிவறையை மக்கள் முறையாகப் பயன்படுத்துவது இல்லை. தங்களுடைய வீட்டில் உபயோகிப்பதைப்போல பயன்படுத்தினாலே பாதிப் பிரச்னைகள் தீர்ந்துவிடும். அந்த விழிப்பு உணர்வு மக்களிடம் வர வேண்டும்!'' என்கின்றனர்.
சில மாதங்களுக்கு முன், அரிமா சங்கம் 
18 லட்சம் செலவில் வழங்கிய நான்கு நடமாடும் கழிவறைகள், இன்னும் மக்கள் பயன்பாட்டுக்கு வரவில்லை. அவை மாற்றுத் திறனாளிகளும் பயன்படுத்தும் வகையில் வடிவமைக்கப்பட்டு உள்ளன. மாநகராட்சி அலுவலகத்திலேயே அவை இன்னும் கிடக்கின்றன. தேவைப்படும் இடங்களில் கழிவறைகள் இல்லாததால், நகரின் பல இடங்கள் மூத்திர சந்துகளாக மாறிவிட்டன. லட்சக்கணக்கான மக்கள் நடமாடும் தி.நகரில் ஏகப்பட்ட மூத்திர சந்துகள் உருவாகிவிட்டன. புதிய பெயர்களில் பல வியாதிகள் பரவும் இன்றைய சூழ்நிலையில், புதிய அரசு போர்க்கால நடவடிக்கை எடுக்க வேண்டும். இதற்கு அடிப்படையாக, சிறுநீர் கழிக்கும் இடமும், கழிவறைகளும் மக்களுக்குத் தேவையான இடங்களில் கட்டப்பட வேண்டும்.

This is not only prevalent at street corners, but such situations exist even in Government hospitals, Bus termini, Koyambedu wholesale market, some government offices frequented by public and RTOs . I vividly remember an incident happened some 20 years back, when the corporation planned to construct a public urinal right in front of the famed Kapaleeswarar temple in Mylapore. When the residents of the street protested, the corporation assured about its regular maintenance but within weeks the stench emanating was so nauseating that people started avoiding this route. Also, the people force had to come in full to remove another such nauseating monument from the back of the same temple.
All these have been removed after protests but then how will the visitors relieve themselves? I think we are not addressing the route cause. It is very essential to provide these facilities but it is more essential to maintain them. We are missing the point only here.

உயர் நீதிமன்ற வளாகத்தில் வீடு போல இருந்த அதை கழிவறை என்றார்கள். நம்பவே முடியாமல் உள்ளே சென்றால்... இனிய இசை தவழ்கிறது. பளிங்கு போன்ற பளிச் கழிவறைகள், பெண் களுக்கான சானிட்டரி நாப்கின்கள். இவ்வளவு சுத்தமாக இருக்கிறதே... இது நம்ம சென்னையில்தானா...? என கிள்ளிப் பார்த்துக் கொண்டோம். கட்டணம் அதிகமா இருக்குமோ என்று கேட்டால், ஒரே ரூபாய் தான் என்கிறார்கள். இதைப் பராமரிக்கும் ஆதி ஆந்திரா அமைப்பைச் சேர்ந்த வெங்கட ராஜுலுவிடம் பேசினோம். ''தினமும் 300 பேர் வர்றதால நஷ்டம் ஏற்படாது. இந்த மாதிரி 23 டாய்லெட் வெச்சிருக்கோம்...'' என்றார்.
When the toilets inside the High court premises could be maintained far above the expectations, what is holding us back to do the same at other places too? If money is the issue, I am sure every user will be too willing dole out some for a better sanitation. It requires the willingness, effort and focus of the authorities. While we battle undefined diseases, it is all the more required to prevent those at the initial stages.
Some observations and comments on the above reports:
- The count of public toilets as per the records provided and as per information elicited with RTI differs. If we do not even have the basic data on public toilets, how do we expect them to be maintained?
- Why the mobile toilets donated by Lions Club, designed to accommodate even the differently abled persons are lying unutilized in the office premises? People can only donate and the willingness to use them for the benefit of the public has to come from the authorities.
- "Lack of facilities is forcing the people to relieve themselves in public places"- Have we identified such crowded places where such facilities are essential? What is preventing the implementation of the same?
- Authorities cannot hide themselves under the excuse of people not using the public conveniences properly and that they need to use them like those in their houses. The mass has a tendency to flout the rules and it is the enforcing agency that should educate the public and enforce discipline.
- More manned public toilets could pave the way for more employment, better sanitary conditions and less infectious diseases forgetting for a moment, the revenue it will be generating.
Hope the authorities address this early to reduce further stink!
